About Us

Tipton Prevents is all about prevention. Our goal is to lower substance misuse rates in Tipton County by stopping the problem before it starts. We identify community gaps and collaborate with community members to create solutions. We are proud to say that we have brought in over $3 million in funding, but more importantly, we celebrate the fact that we have seen a drop in substance misuse rates in our youth since Tipton Prevents’ establishment.

Tipton Prevents is a non-profit coalition of individuals, government bodies, and organizations uniting to reduce underage drinking, tobacco use, marijuana use, and prescription drug misuse in Tipton County. We recognize that effective substance misuse prevention requires the participation of all key sector stakeholders in a community working together and utilizing environmental strategies to achieve successful population-level change.

Chair, Crestview Middle School

Dr. Chris Morris serves as Tipton Prevents' Chair. Dr. Morris graduated from Union City High School in 1994. He then went on to Lambuth University where he graduated in 1999 with a B.S. in History/Political Science. He earned his Masters of Education in 2009; Education Specialist Degree in 2011; and Doctoral Degree in 2018 (all) from Union University. Dr. Morris served as an assistant principal at West Middle School and Northside High School in Jackson, TN. He received numerous community awards for his work with youth and young adults. Recently, he served at the state level for the Suicide Prevention Network. His background includes experience in mental health. He is currently the principal of Crestview Middle School.

During his free time, Dr. Morris enjoys reading, participating in Spartan Races, riding his motorcycle, and watching sports. He says that one of his greatest accomplishments is sharing life with his beautiful wife, Jamakka, and their three sons, Scott, C.J. and Kyngston.

Vice Chair, Atoka Parks and Recreation

Dorothy Isbell serves as Tipton Prevents' Vice Chair. Dorothy graduated from Munford High School in 2007. She then went on to the University of Memphis where she graduated with a B.S. in Sports and Leisure Management. She has worked in the Parks and Recreation field since she was fifteen. She was a Sports Coordinator for the City of Munford starting at nineteen for 10 years. In 2019, she became the Director of Parks and Recreation for the Town of Atoka and currently presides there. In her four years thus far, her team has grown Atoka Parks and Recreation substantially between events, sports, and other activities. Her passion is to work within the community she lives in and to provide quality leisure activities for the whole family to enjoy.

Dorothy has been married to her husband Kyle for 12 years, and they reside in Atoka with their two children, Darcie and Joel. In her free time, she likes to read, watch her kids play their sports, and spend time with family.

Treasurer, Tipton County Schools

Meet Tipton Prevents' Treasurer, Dr. John Combs. Dr. Combs currently serves as the Superintendent of Schools for Tipton County. He began his professional career in the Tipton County School system 31 years ago as a high school English teacher. Since that time, he has also served as a counselor, coach, testing coordinator, principal, TIF grant coordinator, and assistant superintendent.

He and his wife, Karla, have two children who are both products of the public school system. Dr. Combs earned his Doctor of Education from Trevecca Nazarene University, his Master of Science from the University of Memphis, and his Bachelor of Science from Freed-Hardeman University.

Secretary, Baptist Memorial Hospital-Tipton

Sierra Butler serves as Tipton Prevents' Secretary. Sierra grew up in middle Tennessee and attended college at the University of Tennessee at Chattanooga where she obtained a bachelor's and master's degree in Criminal Justice. Sierra is a Certified Prevention Specialist II and works as the project manager at Baptist Tipton over the West Tennessee Addiction Network grant and Baptist's Center of Excellence in Addiction Medicine. The grant focuses on opioid prevention, treatment, and recovery efforts and bringing more resources to rural West TN for families in need.

Sierra has been married to her husband Matt for over 10 years, and they reside in Covington, Tennessee with their three children Braylee, Zayden, and Cohen.

Ad Hoc, Tipton County Sheriff’s Office

Chris was born in Memphis, TN in 1978 and lived in Tipton County during his childhood. When he was 8 years old, he moved to Peachtree City, Georgia until graduating high school. Chris then joined the United States Army. After leaving the Army, Chris began his career at the Tipton County Sheriff’s Office in July of 2000. Chris has been assigned to numerous divisions including the Reserve Division, Patrol, Field Training Officer, SWAT, the General Investigations Bureau, Narcotics, Corrections and Administration.

Chris currently holds the rank of Chief Deputy of the Tipton County Sheriff’s Office and serves as the Personnel Officer for the Agency as well as supervising the Tipton County Correctional Facility, the fleet vehicles, the Reserve Division, the grounds, and the overall budget of the Sheriff’s Office which is approximately 12 million dollars annually. Chris has been married to his wife, Rachel, for 24 years, and they have two children. Ayden, 21, graduated from Munford High School in 2021 and TCAT in Covington in 2023. His second child is Mia, 17, who graduated from Munford High School in 2024 and will be participating in the Paramedic Program at Dyersburg State in Covington and hopes to become a firefighter one day. Rachel currently serves as a police officer for the Atoka Police Department and has approximately 20 years in law enforcement. Chris and Rachel currently reside in Munford, Tennessee.

Robin Racine is DTipton Prevents' Director. Robin helps guide the development and implementation of DFT’s mission. With over eleven years of experience working in the field of prevention, she has led the coalition from its beginning stages to an active coalition that engages the community in substance misuse prevention. Robin received her Bachelor of Science in Social Work from Harding University. She is a Certified Prevention Specialist II, a graduate from the CADCA National Coalition Institute, and a certified coalition business administrator. Robin has been married to Mike for 39 years, has two sons, two beautiful daughters-in-law, and six precious grandchildren.

Project Coordinator

Kinsey Johnston is a Project Coordinator for Tipton Prevents. Kinsey collaborates with community sectors to prioritize substance misuse prevention in Tipton County and helps educate youth about the importance and benefits of being drug free.

Kinsey is a 2011 graduate of Covington High School. She earned a bachelor’s degree in Exercise Science from Freed-Hardeman University in 2015. Kinsey’s favorite thing to do is spend time with her nephew, Grayson. She also loves being a dog mom to her two pups, Sophie and Izzy.

Sarah Elizabeth "Sis" Poston is a Project Coordinator for Tipton Prevents. Sis Poston was born and raised in Tipton County. She is a 2010 graduate of Covington High School. She earned her bachelor's degree in Child and Family Studies from Freed-Hardeman University, where she also played softball and has since been inducted into FHU's Sports Hall of Fame. Sis then earned her master's degree in Instruction and Curriculum Leadership from the University of Memphis and an ESL endorsement from the University of Tennessee-Martin. With past experience as a teacher and coach, Sis continues to love working with the youth of Tipton County and educating on the value of being drug free.

Sis is married to Graham Poston, and they have a son, Pace.
